　　Brief specification description or basic overview of the project: This project plans to purchase 20 8-meter-high first-class pure electric buses. The products of this project have not been demonstrated for import, and the whole imported products are not accepted. Subcontracting and subcontracting are not allowed in this project. (For details, please refer to "Chapter II Project Procurement Requirements")

　　合同履約期限：自合同簽訂之日起至2025年10月15日前完成車輛交付，通過招標人驗收，並協助招標人完成車輛上牌。

　　The Contract Period: From the date of signing the contract to October 15, 2025, the vehicle will be delivered, passed the acceptance of the tenderer, and assist the tenderer to complete the vehicle registration.

　　本項目(否)接受聯合體(ti) 投標。

　　二、申請人的資格要求

　　2. Qualification Requirements for Bidder

　　(a)滿足《中華人民共和國政府采購法》第二十二條規定;

　　(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

　　(b)落實政府采購政策需滿足的資格要求：本項目麵向大、中、小、微型企業(ye) ，事業(ye) 法人、其他組織或自然人采購等各類投標人采購。

　　(b)Qualification requirements to be met to implement government procurement policies: This project is open to all kinds of bidders, such as large, medium, small and micro enterprises, enterprises as legal persons, other organizations or natural persons.

　　(c)本項目的特定資格要求：3.1根據《上海市政府采購供應商信息登記管理辦法》已登記入庫的供應商。

　　3.2本項目不允許聯合體(ti) 投標。

　　3.3未被列入《信用中國網站》(www.creditchina.gov.cn)失信被執行人名單、重大稅收違法失信主體(ti) 和“中國政府采購網”(www.ccgp.gov.cn)政府采購嚴(yan) 重違法失信行為(wei) 記錄名單。

　　3.4為(wei) 該采購項目提供整體(ti) 設計、規範編製或者項目管理、監理、檢測等服務的供應商，不得再參加該項目的其他采購活動。

　　3.5單位負責人為(wei) 同一人或者存在直接控股、管理關(guan) 係的不同供應商，不得參加同一合同項下的政府采購活動。

　　3.6符合《關(guan) 於(yu) 對接國際高標準經貿規則推進試點地區政府采購改革的指導意見》(滬財采〔2024〕12號)第17條規定的供應商，不得參加本項目的采購活動。

　　(i)符合《中華人民共和國政府采購法》第二十二條的規定;

　　(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

　　(ii)未被“信用中國”(www.creditchina.gov.cn)、中國政府采購網(www.ccgp.gov.cn)列入失信被執行人、重大稅收違法案件當事人名單、政府采購嚴(yan) 重違法失信行為(wei) 記錄名單;

　　(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
